In spite of the aura he has built around himself, Varys is not omnipotent. Sean and Stefan have repeatedly emphasized the number one rule for evaluation theories: does it make narrative sense? I would nominate Stefan's point as the #2 rule: not everyone can be in the pocket of one of the master schemers.
